DSCC Finalises Tk1,074 Crore Development Plan for South Dhaka
Dhaka South City Corporation (DSCC) has finalised a Tk1,074.08 crore development plan for FY2026-27, covering roads, drainage, canals, waste management, parking, recreation and community facilities. The plan also includes infrastructure development across 18 wards in five newly incorporated zones.
In a Nutshell:
- DSCC has finalised development programmes worth Tk1,074.08 crore for FY2026-27 among which Tk554.84 crore has been allocated to ongoing government projects, while Tk519.24 crore is earmarked for projects in the pipeline.
- Tk236.48 crore has been allocated for road development along the Inner Circular Ring Road embankment from Rayerbazar Gate No. 2 to Lohar Bridge.
- A total of Tk 465.86 crore has been allocated for urban development, including Tk 180 crore for repairing and upgrading major roads, drains, and footpaths, Tk 153.86 crore for canal restoration and surrounding improvements, Tk 96 crore for modernising Huseyn Shaheed Suhrawardy Shishu Park, and Tk 36 crore for waste management, road-repair machinery, and mechanised parking.
- Tk190 crore has been allocated for roads and drainage across 18 wards in five newly incorporated zones.
Context
The expansion of DSCC has brought 18 wards across five new zones into the corporation's development plans. Separate allocations have therefore been made to bring roads, drainage and civic services in these areas into the wider city system. The development plan combines ongoing and proposed projects rather than treating roads, drainage, waste management and other services separately. DSCC further added that the aim is to create a more integrated urban framework across both its older and newly incorporated areas.
Why it matters
The plan’s integrated approach links South Dhaka’s problems, including poor roads, traffic congestion, inadequate drainage, unmanaged waste and a lack of parking, instead of treating them separately. Bringing the newly incorporated areas into the same framework is also important, as rapid expansion without basic roads and drainage create new urban problems.
What we think
Tk1,074 crore is a significant allocation, but South Dhaka does not need another development plan that looks impressive on paper while the same problems remain on the streets. They need to be implemented into one urban system as soon as possible.
